Begin by choosing a political scenario, naming your minister, and selecting a starting profile. Accept the mission, appoint a cabinet director, then set the direction you want to defend in the first January episode. Move through the year one episode at a time. In February, build an outline from savings and tax measures: each choice changes the projected deficit while also affecting political capital and popularity. Compare the public-balance effect with the political cost before locking in your forecast. The wider season keeps adding pressure from ministers, the media, markets, Brussels, the President, and Parliament. Aim for a credible path below 3% before 2030, but protect enough support to keep negotiating. A technically strong budget can still fail if your popularity collapses or the Assembly rejects the plan.
